New TPP limitations restricts fair use and educational use only

US Trade Representative proposed new rules to the TPP or the three-step test which is important for limitations on educational use but can be abused. New Zealand opposes these limitations along with Brunei, Chile, Malaysia, and Vietnam. The Copyright exceptions and limitations section change, however, makes it worse putting educational use including libraries and schools in the danger zone.
